Local self-government bodies use funds received from vehicle parking as earmarked revenues for local budgets. Ukrainian legislation directly stipulates that such funds must be allocated to the development of transport infrastructure. The legislation provides for earmarked use. Funds from parking belong to the special fund of the local budget, and communities are obliged to use them specifically for needs related to traffic management and infrastructure maintenance. That is, this money cannot be freely spent on any other needs of the community.
