Fines for pedestrians in Ukraine

solved

I want to know if I can appeal a fine for a traffic violation as a pedestrian if I consider it unlawful? What steps do I need to take within 10 days of receiving the decision?

A ПДР fine can be appealed within 10 days from the moment the resolution is received (Art. 289 КУпАП). This period is the same for violations recorded by cameras and for resolutions issued by a police inspector.

According to Art. 288 КУпАП, you have two ways to appeal a ПДР fine:

  • administrative — through the authority that issued the resolution;
  • judicial — through an administrative court.

Administrative procedure:

You file a written complaint with the patrol police department that issued the resolution. The authority is obliged to consider it within 10 days. If the complaint is satisfied, the fine will be canceled. If not, you will receive a written refusal, which usually states that "no violations were found in the inspector's actions."

Judicial procedure:

A lawsuit is filed at your place of residence or at the location of the police authority that issued the resolution. Most such cases are classified as "minor complexity," so they are considered quickly, usually without a court hearing, based solely on the submitted documents. If a court hearing is scheduled, the case may be considered even without your presence. To file a lawsuit, you must pay a court fee — 605.60 UAH (in 2025)._translated_with_AI
