Is it allowed to sell own-grown tobacco to the end consumer according to the legislation of Ukraine?

The sale of self-grown tobacco directly to the final consumer in Ukraine is prohibited. Law No. 3817-IX clearly defines that raw tobacco – even if it is dried or fermented tobacco leaves – is not a finished product for consumption and cannot be the subject of retail trade or free distribution.
