Will there be a proper balance between freedom of speech and personal data protection?

Recently, changes to the Civil Code of Ukraine regarding privacy and freedom of speech were discussed. I am interested in how the balance between freedom of speech and personal data protection will be ensured in the new regulations. Will these changes be effective and fair for everyone?
