The Migration Service of the Dnipropetrovsk region explained the difference between registration and declaration of a place of residence. A declaration is made electronically through the Unified State Web Portal for privately owned housing or dormitories under certain conditions. Registration, on the other hand, is done by submitting a paper application to the registration authority or through an administrative service center for housing of any form of ownership. Does this mean that if I live in an apartment owned by my family, I must declare my place of residence, and if I rent another apartment, I must register it?

A person can simultaneously have only one declared or one registered place of residence (stay).

Declaration of a person's place of residence is carried out by submitting a declaration of the place of residence in electronic form through the Unified State Web Portal of Electronic Services, exclusively for privately owned housing, provided that information about this housing is entered into the State Register of Real Property Rights, as well as in a dormitory that is not owned by the person by right of ownership, common ownership (common partial or common joint ownership), provided that consent is given by the authorized person for the management (maintenance) of the dormitory, which falls under the management of enterprises, institutions, or organizations, regardless of their form of ownership.

Registration of a person's place of residence (stay) is the entry of information about the person's place of residence (stay) into the register of the territorial community, based on an application for registration of the place of residence (stay) submitted by the person in paper form.

Registration of a person's place of residence (stay) is carried out based on an application from such person, submitted in paper form to the registration authority or through the center for the provision of administrative services, at the address of housing of any form of ownership.
