Yes. Ukrainians who have reached retirement age but are not entitled to a pension due to the lack of the required insurance period can receive temporary assistance (social pension).

To be assigned temporary assistance, persons who do not have a sufficient pensionable service period must provide the social protection authority with the following:

  • an application;
  • a passport and a document certifying the person's registration in the State Register of Individual Taxpayers;
  • a certificate from the Pension Fund of Ukraine on the available insurance period;
  • a declaration of income and property status (filled out based on income statements for each family member) for the last six calendar months;
  • a copy of the decision on the appointment of a guardian (for a person declared legally incompetent).

When assistance is not granted:

According to legislation, not all pensioners who lack the service period for a pension are entitled to receive temporary assistance from the state. Thus, assistance is not granted if:

  1. the average monthly total family income per person over the previous six months exceeds 100% of the subsistence minimum for persons who have lost their ability to work;
  2. the person receives a pension or social assistance, works, or engages in other income-generating activities;
  3. any family member made a purchase (paid for services) exceeding UAH 50,000 within the year prior to applying for assistance;
  4. a selective check reveals additional sources of livelihood not declared in the income and property declaration (e.g., renting out a residential property (house); earnings of family members who are not officially employed; income from keeping livestock or poultry);
  5. the person or their family members own a second apartment (house), provided that the total living area exceeds 21 square meters per family member plus an additional 10.5 square meters for the family, or more than one car (other vehicle, mechanism).
