Military Levy: Is the New Tax Rate Fair?

I have just learned that the military levy in our country has sharply increased. Now its rate is 5% of the salary for employees. I am wondering if this will be burdensome for ordinary citizens? How will this affect the economy and is it fair to different population groups?
