Was the management of UDP and USPA dismissed legally?

The Ministry for Communities and Territories Development of Ukraine has dismissed the management of the Ukrainian Danube Shipping Company and the Ukrainian Sea Ports Authority. Does the Ministry have the authority for such a dismissal, and was the procedure followed?
