Is the suspicion against Timur Mindich lawful?

I have read an article about the suspicion against businessman Timur Mindich, and I am interested to know if the investigation provided enough evidence for such a serious suspicion? Is it not based solely on assumptions, and why was NABU unable to establish the sources of the funds that were allegedly obtained illegally?
