Is it legal to sign an agreement to end the war without Ukraine's participation?

The USA plans to present a new agreement on ending the war in Ukraine without the participation of Ukraine and its allies in Europe. The plan may be presented to Volodymyr Zelenskyy as early as tomorrow during a meeting with the American delegation. I would like to know if it is legal to sign such an agreement without Ukraine's participation?
