Is the visit of US representatives to Ukraine legal?

Recently, I learned that US President Donald Trump sent two high-ranking US army officials to Kyiv for negotiations to end the war. I am interested in whether this visit is legal from the point of view of Ukrainian legislation? Was it necessary to obtain any special permits or approvals from the Ukrainian authorities?
