Am I entitled to receive 'Chernobyl' leave?

Starting October 1, I will be able to apply for financing for "Chernobyl" leave electronically. But am I entitled to it if I do not work at an enterprise with special working conditions, but have the status of a victim of the Chernobyl disaster?
