Can the US actions to lift sanctions on a Belarusian company be considered an intervention in the war between Ukraine and the Russian Federation?

As I understand it, Keith Kellogg said that the US lifted sanctions on a Belarusian airline in order to secure lines of communication with Putin and find a solution to the war between Ukraine and Russia. Does this mean that the US actions can be considered interference in the conflict between Ukraine and Russia from the point of view of international law?
