If you decide to give someone permission to use your work, then all rights remain with you. But if you decide to sell or transfer property and related rights, then only the author's personal non-property rights remain with you.
The Copyright Law provides for the transfer (alienation) of the author's property rights (part 1 of Article 31 of the Copyright Law). After the author has transferred his property rights to another person, the latter becomes their new owner.
