Am I entitled to compensation for property damage caused by Russian shelling?

On the night of September 28, the Russian Federation shelled Kyiv, causing damage to residential buildings and civilian infrastructure. I live in one of the areas affected by the shelling. Am I entitled to compensation for property damage and how can I get it?
