1) According to the State Border Service of Ukraine, only women, persons with disabilities and children evacuating from areas of hostilities can leave without a foreign passport. However, Ukrainians are still recommended to contact the competent authority of the EU country to which they plan to leave, and to clarify whether this document is sufficient for entry into this or that country.
2) During the martial law, a passport for traveling abroad can be obtained at the nearest territorial body or unit of the State Migration Service of Ukraine (SMS), the nearest TsNAP or at any office of the passport service of SE Dokument.
