Do I consider a judge who has passed the qualification assessment to be suitable for the position?

I am interested in the question: if a judge successfully passed the qualification assessment during the competition for the position of a judge of the court of appeal, is he considered to be suitable for the position held in accordance with paragraph 20 of Section XII of the Law of Ukraine 'On the Judiciary and the Status of Judges'?
