Can Ukraine independently regulate fishing?

I understand that Ukraine has begun screening with the EU regarding fisheries. Does this mean that after joining the EU, our country will be able to independently set fish quotas and regulate the fishing industry without taking into account EU rules, or will we still be obliged to adhere to their standards?
