Do local governments have the obligation to establish additional payments for employees of preschool educational institutions?
I work as a kindergarten teacher. I recently read that the Education Ombudsman supported the idea of additional payments for teachers, but noted that local governments can, but are not required to, establish such additional payments. Does this mean that they have some freedom of action in this matter, or is there any legislative obligation to establish such additional payments?
