Can I leave Ukraine during martial law?

I heard that the Supreme Court recently ruled on the possibility of applying restrictions on the departure of citizens from Ukraine during martial law on the basis of special laws. Does this mean that I can be banned from leaving the country even if I do not fall under the Law "On the Procedure for Departure from Ukraine and Entry into Ukraine by Citizens of Ukraine"? I want to understand my rights and obligations in this situation.
