Can citizens influence the establishment of the boundaries of the reserve?

I live next to the landscape reserve "Ostriv Zhukiv" in Kyiv. I recently learned that the prosecutor's office is demanding that the Kyiv City Council establish its boundaries. I wonder if I, as a citizen, have the right to influence this process and how can I do this?
