Will the mechanism for financing social spending be changed during the war?

I noticed that Ukraine has received a lot of financial support from international partners. I wonder if the mechanism for financing social spending during wartime will be changed in the future? After all, Finance Minister Serhiy Marchenko noted that domestic resources are directed to defense, and social spending depends on international assistance.
