Can visiting a historical monument with restricted access be considered a public event?
I am planning to visit the towers of Notre Dame de Paris after the restoration, but access to them is limited to only 400,000 visitors per year. Can I consider this restriction as a violation of my right to freely visit public places? Are such restrictions legally justified?
