Are building owners in Ukraine obliged to prepare them as shelters?

I recently learned that Poland has begun mass inspections of bomb shelters and other protective structures. They also plan to modernize existing shelters and build new ones. I wonder if there are similar obligations in Ukraine for building owners to prepare them as shelters in case of an emergency?
