The government has updated the terms of payment of bonuses and allowances to teachers. Now the amount of additional payments to teachers is determined by the head of the institution within the salary fund in agreement with the trade union, if one has been established. Does this mean that the head can arbitrarily set the amount of additional payments, and what mechanisms control this decision?
