Is the provision of military support to Ukraine by other states in accordance with Ukrainian legislation?

I don't quite understand how the norms of international law and the national legislation of Ukraine on the provision of military support relate. Does Ukrainian legislation provide for the possibility of providing military assistance from other states in the event of a threat of war?
