Do Ukrainian citizens have the right to receive compensation for delays from the state?

Ukraine has submitted to the European Commission the second report under the EU Enlargement Package 2025, which describes the progress of reforms for EU accession. Am I entitled to compensation if state authorities delay the fulfillment of their obligations to me?
