Are those whose income has changed eligible for a subsidy?

I am a citizen of Ukraine and receive a subsidy for utilities. In September, I learned that the amount of my subsidy has changed due to the recalculation of income. I am wondering if citizens whose income has changed significantly during the year are eligible for the subsidy? Do I need to contact the Pension Fund for recalculation?
