Are officials liable for damage caused by an attack on energy infrastructure?

I constantly hear about Russian attacks on our energy facilities. Recently, a thermal generation facility in the Kyiv region was hit. I have a question: do citizens who have suffered as a result of such actions have the right to demand compensation for damages from the state or relevant authorities?
