Will the driver be liable for the death of a pedestrian?

I recently read a news story about a traffic accident in Izmail, where a 19-year-old driver in a BMW hit and killed a 22-year-old girl at an unregulated pedestrian crossing. The driver was sober. I wonder if he will be held criminally liable for this?
