Do you consider a fine of UAH 227,000 for violating payment deadlines to be legal?

The enterprise failed to fulfill a foreign economic contract due to martial law in Ukraine, but the court did not recognize this as a reason to cancel the fine. Do you think this amount of the fine is fair in your similar situation?
