Can foreign experts influence the decisions of the HQCJ?

I am interested in how the decision of the HQCJ on the appointment of members of the Expert Council for the selection of judges of the Specialized District Administrative Court and its Appellate Chamber can be appealed if foreign experts have a decisive influence on this decision?
