Did the Pechersk District Court of Kyiv legally extend the preventive measure?

I am following the case of Volodymyr Bondarenko, the former secretary of the Kyiv City Council. His 24-hour house arrest has been extended until October. I am wondering whether the court has the right to make such a decision if the suspect has not tried to evade the investigation before?
