Legalization of criminal proceeds in Ukraine: the issue of acquiring crypto assets

If a person has purchased crypto assets but does not have documents confirming this, how can he pay 5% personal income tax and 5% military levy under the new bill on taxation of crypto assets, if all cryptocurrency transactions must be transparent and traceable?
