The Ministry of Defense of Ukraine expands the “Drone Army Bonus” program

I understand that the military will now be able to receive electronic warfare equipment through the DOT-Chain Defence digital system. Does this mean that I, as a citizen, can influence the supply of these equipment to the military if, for example, I notice irregularities during their receipt?
