Will the legislation regarding the conditions of exemption from criminal liability be changed?

The Verkhovna Rada supported a bill on the return of servicemen from the North-West Frontier Province to service without criminal liability. Does this mean that now all servicemen who voluntarily left their unit will be exempted from liability? What further actions may be taken on this issue?
