Does the new resolution of the Verkhovna Rada oblige to resume live broadcasts?

I read that the Verkhovna Rada adopted a resolution to restore live broadcasts of parliamentary sessions. But the article says that the draft itself does not contain a direct provision on the obligation to restore such broadcasts. Does this mean that the Rada TV channel may not restore live broadcasts after the adoption of this resolution?
