Will the official be held accountable for failing to comply with sanctions?

Ukrainian President Volodymyr Zelensky plans to raise the issue of additional sanctions against Russia during a conversation with Donald Trump. I want to know whether officials will be held accountable for failure to implement or improper implementation of these sanctions?
