Is the balance holder of the shelter obliged to bring it into proper condition?

I live next to a shelter on Nekrasova Street in the Podilskyi district of Kyiv, which is supposed to serve as a shelter for over 800 residents. However, during the last inspection, numerous violations were found: malfunctions of engineering networks, lack of fire and evacuation equipment, traces of flooding and fungus. Do I have the right to demand that the balance sheet holder bring the shelter into proper technical condition if the prosecutor's office has already filed a lawsuit with the court on this issue?
