Will there be liability for using a drone?

I read the news that the plane carrying the President of Lithuania was unable to land due to a report of the possible presence of an unknown drone in the airspace. As I understand it, the use of a drone in such cases can pose a threat to flight safety. Is there liability for the illegal use of drones in the airspace of Ukraine?
