Will the EU's decision on qualified majority affect Ukraine?

The European Union is considering the possibility of making decisions by qualified majority instead of unanimity. As I understand it, this could affect support for Ukraine if Hungary blocks the decision. Does this mean that Ukraine will receive more support from the EU if such a decision is made?
