Can cooperation with the FSB during the war be considered a state crime?

Two 16-year-old teenagers were detained in Kyiv for setting fire to a Ukrainian Armed Forces car on the instructions of the FSB. They were informed of suspicion under Part 2 of Article 28, Part 1 of Article 114-1 of the Criminal Code of Ukraine. Do you believe that such actions are a manifestation of high treason?
