Can the President of Ukraine introduce new customs tariffs?

I recently read news that the US Court of Appeals ruled most of Trump's tariffs illegal because the right to apply customs mechanisms belongs exclusively to Congress. I was interested in whether the President of Ukraine can introduce new customs tariffs without a corresponding law?
