Can the actions of individuals who participated in the illegal referendum during the occupation be considered collaborative activities?

I want to know whether the actions of people who participated in an illegal referendum during the occupation of Ukraine are considered collaborationist activities if they claim that they acted under duress from the occupiers, but were promised a monetary reward?
