Will it be considered leaving the scene of an accident if I accidentally hit another car in a parking lot and didn't leave a note?

If I accidentally hit another car in a parking lot and didn't leave a note, would this be considered leaving the scene of an accident under Ukrainian law? Do I need to notify the owner of the other car about the incident in this case? What are the consequences if I don't?
