Are drivers liable for traffic violations during martial law?

In Kyiv, traffic on several key streets has been partially blocked after the Russian attack at night. I am wondering whether the rules on drivers' liability for traffic violations will change during martial law. Will they be held liable for running a prohibited traffic light or other violations?
