Will men between the ages of 18 and 22 be able to travel abroad without hindrance during martial law?

I am aware that the Cabinet of Ministers has adopted a resolution according to which men aged 18 to 22 will be able to cross the border without hindrance during martial law. Will I, as a 20-year-old citizen of Ukraine, be able to travel abroad after the official publication of this resolution?
