Can the head of a state-owned enterprise be held liable for extorting a bribe?

I want to know whether the head of a state-owned enterprise is liable if he demands a bribe for performing work for the needs of the Armed Forces of Ukraine, and what are the possible consequences for him if he is proven guilty?
