Is it possible to hold officials accountable for failing to fulfill international obligations?

I read the news that Ukrainian President Volodymyr Zelenskyy discussed with Keith Kellogg the issue of influencing the Russian Federation and ways to end the war. I am interested in whether it is possible to hold accountable officials who do not fulfill Ukraine's international obligations to protect human rights during the war?
