US Department of Defense or Department of War?

I recently read news that US President Donald Trump believes that the US Department of Defense should be renamed the US Department of War. He explained this by saying that the United States should not limit itself to defense. If a similar law is adopted in Ukraine to rename the Ministry of Defense of Ukraine, will this have an impact on the application of legislation regarding military operations on the territory of Ukraine?
